The George P. Shultz Energy Policy Working Group pursues what the former secretary of state called “a balanced approach” towards sustaining the economic, environmental, and security dimensions of energy policy. In today’s emerging geopolitical era—arguably the most dangerous since 1962—the working group aims to shape a constructive agenda for assessing how our energy choices can best strengthen America and the West.

RESEARCH & ANALYSIS

In today’s climate, the elements and implications of nuclear deterrence are different, though the character is the same. My view is, you don’t deter nations, but rather individuals.

The defense of our republic is a non-partisan issue. We’re part of the world and we need a budget that reflects the world we want in the future for young Americans.

Three transformational technologies, artificial intelligence, the information revolution, and new manufacturing methods, all come together to affect national security. They have enabled the development of smart inexpensive lethal systems that can be produced in large numbers, strike with great precision, and they threaten legacy systems.

We are, without question, in a close-run race with China’s increasingly capable military. We must not take comfort in an assumed technological gap.

We will be safer and more prosperous in a world where global differences are managed, and global challenges met, by agreed rules rather than by the exercise of power alone.

The Hon. Marise Payne

What we learn from, whether it’s Gaza or Ukraine, is that the nature of war doesn’t change. It’s always a political interaction. It’s always that visceral relationship between human beings fighting with each other.

Indo-Pacific Security Dialogue

The Hoover Institution Global Policy and Strategy Initiative’s Indo-Pacific Security Dialogue, done in partnership with the Annenberg Foundation, seeks to identify opportunities for strengthening and expanding cooperation across America’s network of alliances and partnerships in the Indo-Pacific. The initiative consists of a series of substantive bilateral and multilateral strategic dialogues with policy experts, academics, and current and former senior government officials from the region. This multiyear initiative has reliably adjusted to the changing security landscape. The Indo-Pacific Security Dialogue is designed as a confidential and rigorous experience that enables participants to build lasting relationships.

Maritime Strategy

Through research and convenings across government, industry, and academia, the Global Policy and Strategy Initiative aims to identify emerging maritime security challenges and think through strategies to navigate them. Areas of work include reforming policy to meet the changing character of maritime warfare, building resiliency in critical supply chains traded through this domain, and enhancing the effectiveness of our maritime alliances and partnerships.

Nuclear Security

We face a new nuclear era in which there is a nuclear dimension to many of the tensions and conflicts worldwide. Inspired by the work of former US Secretary of State George Shultz—and President Reagan’s and General Secretary Gorbachev’s joint affirmation that nuclear war cannot be won and must never be fought—the GPS Initiative seeks to understand the implications of the changing global architecture on nuclear strategies, and to offer tools that support the nuclear policy decisions now before the United States and our allies.
